Ah,the ‘civilian’ would be your starting rank.To get promoted,you would have to save/blam other users’ content by rating them accordingly.As for the whistle,it’s the same thing except you have to flag/report content for breaking the rules to get promoted.

Frankly speaking, and in the 'try' of making an 'explanation' as 'short' as possible, that 'thing' that you can see under your rank that says 'civilian' is your current 'B/P-Rank-Status' (which, as @MchectorII has made clear already, the civilian's the one you 'start' with), and as it's indicated, it does serve as a 'bonus' to your 'voting-power', along with your user 'level'.

Now, answering to your other question, that other 'thing' that you may be seeing under your previously said B/P Rank is your 'Whistle' (or also better known as 'Whistle-Status') which one you're 'able' to make it change to a 'better' (or to a 'worse'...) level by reporting/flagging submissions at the respective Portals (i.e of 'Art', 'Audio', 'Movies'...) that may be breaking (under a certain 'degree', depending on the case) the 'Content-Submission-Guidelines'.

There are currently 6 levels of Whistle-Status, from 'Garbage' (the worst), passing through the 'Normal' (the 'default', and also the one which everyone starts with, at the beginning), the 'Bronze' one, the 'Silver' one, the 'Golden' one and the 'Deity' one (the best)... exactly in that order. Please, make sure to 'blow' your whistle correctly, in case you want it to 'upgrade' (and not the other 'way' around.)
